It’d be one thing if top players were blocked by veterans, but right now they’re only blocked by arcane contract language.

Isn’t it more “if you and the team in your division are at the same stage, don’t trade within your division.” So, for example, if the Reds are competitive this year and they could really use Nate Schierholtz as the strong half of a left field platoon, a distinct possibility, there’s absolutely no reason for the Cubs to not pull the trigger on that trade.
