aka sure, have this tone with baseball, whatever, but when it comes to people’s well being…
Sooooo there is this thing called elevation, and using hydrology you can decide how much the water will rise So if the water level is to reach 5′ above sea-level; make the evacuation zone at least 5′ plus say an additional 3′ for error/factor of safety. Then look at the topography of NYC and see where the 8′ elevation line would be and make that the end of Zone.
Note: no actual calculations were done in this.
