They As are good at &quot;believing&quot; that strong minor league numbers like a 0.37 ERA, as opposed to &quot;intangibles&quot; like form, translate into good major league performance. They shouldn&#039;t be featured every week, but they are a model of what can be done with a team--and on a low budget.</description>

		<description>one name i would think that you need on this list is B. Ziegler.  he was let go by another team, when the A&#039;s decided to take a chance on him.  they converted him into a submarine pitcher; and it has done wonders for him helping him make the big leagues just this year.  
his minor league numbers for this year:
2-0, 0.37 ERA, 19 G, 24.1 IP, 0.78 WHIP
and he induces an insane number of ground balls with a 4.67 GB/FB so far this season in the bigs.</description>
