Does anyone have a measurement for consistency?

I am familiar with Clutch, but was wondering if there was a statistic that could not just the how often a batter gets on-base, but the consistency in which he does this. There are players that are streaky and players that just plug-away. I was looking for ideas on how to measure players hot and cold spells, perhaps find a pattern.

The problem with doing consistency studies is the length of time used to measure performance.  Are you talking about month-to-month, week-to-week, or game-to-game consistency?  Any of those lengths are fairly arbitrary, possibly hiding any true trends.  Personally, I feel like hitters with high strikeout rates are streakier, but I don't think there is any decent way to predict when streaks end.
