What is the difference between a pitcher's "control" and "command?"

In Hulet's piece on the top 15 mariners prospects he mentions one of the pitchers has better control than command "at this point."  What does he mean?  I'll ask when he or someone else chats, but maybe someone can shed some light on this before then.

Simply put....

 

Control is the pitchers ability to throw strikes (Staying around the zone).

 

Command is the pitchers ability to locate his pitches in the K-Zone. (Hitting his spots)
