Why are the expected RS and RA in the standings so low?

Looking at the Rest-of-Season part of the Standings page, the run environments are much lower than the current levels.  Only three teams have a small increase in expected runs scored, while every other team goes down.

Just to clarify this, teams have averaged 4.2 R/G this year, and the rest-of-season averages to just 3.6 R/G.

I think the run environment for the actual rest of season projections right now is pretty low.  I'm guessing this has something to do with the way we calculate RoS projecitons for ZiPS, where towards the end of the season things can get a little weird.

In any case, I've added a scaling component that should make these look a lot more reaslistic.
