The reason is because Lorenzo Cain, who is 26, is back and they think he's the real deal. There isn't room for Frenchy if they call up Myers. They aren't going to put Alex Gordon back to third, because they have Moustakas. He can't DH because they've got Butler. They can't move Butler to 1st, because they have Hosmer.
Francouer is definitely the odd man out and since he's not just a rental (under control until end of 2013). His contract may be more appealing to a team in need of a right-handed bat.
